Short Description
The MSME Policy 2022 typically refers to specific state-level promotion policies launched in India during that year, most notably by Uttar Pradesh, to stimulate industrial growth and employment after the pandemic.
Approved in September 2022, this policy aims for a 15% annual growth rate in the MSME sector.
Technological Upgradation: Encouraging existing industries to adopt modern technologies and "Industry 4.0" practices.
Quality Standards: Promoting global competitiveness by incentivizing the attainment of certifications like ZED (Zero Defect Zero Effect), GMP, and ISO.
Green Production: Incentivizing the adoption of eco-friendly techniques, such as Common Effluent Treatment Plants (CETPs) and Zero Liquid Discharge.

Upto 35% Subsidy
Capital Subsidy:-
Capital subsidy is capped at Rs 4 Crore/ unit.
Capital subsidy will be provided in 2 equal installments.
First installment is payable once the construction of related buildings is completed. Second installment is payable once at least 50% of commercial production has begun.
Interest Subsidy:
Only Micro Units will be eligible for interest subsidy.
50% interest subsidy, payable annually for five years, subject to ceiling of Rs. 25 Lacs/Unit.
60% interest subsidy for SC/ST and women entrepreneurs, payable annually for five years, subject to ceiling of Rs 25 Lakh/ unit.
Stamp Duty Exemption:
MSMEs will be eligible for Ghaziabad Stamp duty exemption will be 50%
Women entrepreneurs will be eligible for 100% stamp duty exemption in any part of the State.
MSME industrial parks/ estates/ flatted factory complex developers will be provided 100% stamp duty exemption, on purchase of land.
Infrastructure Support: 100% stamp duty exemption for developing MSME parks (>10 acres) and up to ₹2 crore annual interest subsidy for 7 years.
Quality & Technology: Up to 75% reimbursement (max ₹5 lakh) for certifications like ZED or ISO, and up to ₹10 lakh for patents.
Eligibility
- Any Entity including Individuals (over 18), Companies, Firms, Self Help Groups (SHGs), Charitable Trusts, and Registered Societies are eligible to apply.
- Applies to both manufacturing and manufacturing-related services (e.g., Common Facility Centres, testing labs).
- May be a new unit or an existing unit undergoing expansion, modernization, or diversification.
- Units must commence commercial production within a specified period from the date of application to claim incentives:
Micro: 2 years.
Small: 3 years.
Medium: 4 years.
